塔吉特Target验厂从2020年5月1日开始接受SMETA标准

近期应该不少塔吉特Target的供应商都有收到邮件,或者可以联系Target确认的一个变化是:Target验厂从2020年5月1日开始接受SMETA标准。

邮件内容英文原文见文章后面内容,但是,我们从中筛选出最重要的关键信息:

一、Target验厂已经可以用9大标准来代替:

  • mfori Business Social Compliance Initiative (BSCI)
  • Better Work
  • Fair Trade USA (as nominated and approved by Target)
  • Social Labor Convergence Program (SLCP)
  • Facility Social Labor Module (FSLM)
  • Verified Higg FSLM results can be shared with Target
  • Higg FEM (Facilities Environmental Module)
  • Industry Ethical Toy Program (IETP)
  • Responsible Business Alliance (RBA) VAP
  • Sedex Members Ethical Trade Audit (SMETA) Four Pillar

二、Target验厂采用的SMETA标准由特别要求:

2.1 在SMETA版本中,必须要选择4 Pillar标准,否则不被认可。

2.2 SMETA验厂机构必须从5家指定的机构中选择,他们分别是:

  • Bureau of Veritas
  • Elevate
  • Intertek
  • SGS
  • Underwriters Laboratories (UL)

三、Target坚持抽查原则,而且抽查跟以前的Target验厂一样,毫无任何时间的通知,因此,通过其它标准的验厂,不代表万事大吉。

其它的内容信息还包括,如果工厂未获得Target认可的验厂报告,会获得3个月的期限给工厂准备,对目前已经合作的工厂,Target会进行一一联系沟通,以便无缝切换到新的社会责任验厂标准,在执行新验厂标准的时候,审核日期必须距离工厂在VMM(Vendor Management and Maintenance)系统中注册的时间不超过12个月。

Information regarding upcoming changes to Target’s Responsible Sourcing Program.
Target’s mission is to ensure everything we source is produced ethically and in accordance with local laws, international standards, and our policies. We expect vendorsto share our ethical practices and uphold our principles. All business partners that produce Target Owned Brand, Target Exclusive, Target Distributed, and national brand where Target is the importer of record are required to comply with Target’s Responsible Sourcing program, including Responsible Sourcing audits.
To ensure we have full visibility and timely oversight to all factories in scope of the Responsible Sourcing program, we are moving to an Equivalency model in 2020.What is the Equivalency vision?
To evolve Responsible Sourcing oversight into an industry compatible format that allows us to be a progressive force for good.

What is changing?
To reduce audit fatigue, Target will transition to accepting specific internationally recognized audit scheme programs. This will enable you to leverage andsubmit certifications or assessments that have been completed for other brands and retailers.
Target scoring and rating framework that will drive supplier ownership of meeting minimum requirements and promoting continuous improvement.
Coordination and payment of third party audits will be the responsibility of business partners.
Factories in scope for Higg. FEM (Facilities Environmental Module) are required to complete a self. assessment annually,
Implementation of a new technology platform called Inspectorio that will enable the modernization processes and data exchange with accepted audit schemes.

What is not changing?
Target’s standards and policies will not change. All audits completed by audit scheme programs will be evaluated to ensure compliance to Target’s Standardsof Vendor Engagement ISOVE) and will be assigned a Target rating that will determine if a facility is approved for Tar, 2 Target reserves the right to conduct unannounced audits based on our discretion.
The factory registration and authorization process will continue to occur in Vendor Management and Maintenance (VMM).

Which audit schemes will be included in Target’s Responsible Sourcing program?

Target will accept the below programs and third party firms:
amfori Business Social Compliance Initiative (BSCI)
Better Work
Fair Trade USA (as nominated and approved by Target)
Social Labor Convergence Program (SLCP)
Facility Social Labor Module (FSLM)
Verified Higg FSLM results can be shared with Target
Higg FEM (Facilities Environmental Module)
Industry Ethical Toy Program (IETP)
Responsible Business Alliance (RBA) VAP
Sedex Members Ethical Trade Audit (SMETA) Four Pillar
Audits must be completed by the following third party firms:
Bureau of Veritas
Elevate
Intertek
SGS

Underwriters Laboratories (UL)

When is this change happening?
Effective May 1, 2020, all new factories in scope of the Responsible Sourcing program must have a valid audit from one of Target’s approved programs. Theaudit must be current and completed within the past 12 months from the registration request date in VMM. Please watch for more information coming inFebruary 2020.
Existing facilities will receive separate communication with specific timing on when your factories will shift to the Equivalency model.
Partners not active in one of the approved programs will have three months notice to enroll and ensure completion of an audit. Target’s unannounced auditmay continue based on your current Target audit result.
Immediate Action Required by February 1, 2020
Please ensure your social compliance contacts and factory contact details in VMM are current, so that we are able to provide specific details and direction tthe right contacts.
Review your current factory matrix to ensure it is accurate.
Review Partners Online (POL) frequently, so that you are familiar with Target’s approved audit programs and have a clear understanding of this transition.
The transition to Equivalency will enable supply chain elevation by having timelier oversight, reducing audit fatigue, and supporting industry convergence.
